In a Nationally Determined Contribution (NDC) document submitted to the United Nations Framework Convention on Climate Change (UNFCCC) in a cover letter on 23 August, Union Environment Minister Bhupendra Yadav said that India's NDC will not take any sector specific mitigation action or does not bind liability.
